一、承办单位简介：
湖南岳阳纸业集团前身系岳阳造纸厂，始建于1958年，经过40余年的发展，已成为集制浆造纸、发电供热、碱回收、机械制造为一体，资产总值达18.5亿元的国家大型一类企业。现拥有10个全资子公司、1个参股公司和11个分公司。是我国造纸生产骨干企业，是江南地区最大的造纸基地。
二、建设内容及规模：
新建年产20万吨高级包装用白卡纸生产线。
三、投资估算：
初步估算总投资约18550万美元，拟利用外资9950万美元。
四、经济效益预测：
经初步测算项目达产后，年销售收入约144782万元，年利润20231万元，投资利税率17.42%，投资回收期（静态）7.1年（含建设期）。

已编制项目建议书。

I. General Information on the
Enterprise:
Established in 1958,Yueyang Paper –
making Mill is the former body of
Hunan Yueyang Paper Group Co. Ltd.,
after 40 years’ development, the Group
has become a large – sized class 1
enterprise of China centralizing pulp
– making, paper – making, power
generation, heat and water supply, the
recovery of soda, and manufacturing of
machinery altogether. Its total assets
amount to RMB 1850 mil. Yuan. Now, it
owns 10 capital subsidiary company, 1
control stock company, 1 Share Company
and 11 sub company. Hunan Yueyang
Paper – making Group is the largest
basis for Papermaking in the south of
the Yangtze River.
II. Content of Construction and Its
Scale:
Newly – build a production line for
200,000 tons / y of high – grade art
paperboard for packing.
III. Estimated Investment:
The total investment will be US $
185.50 million and the foreign
investor is expected to invest US $
99.5 million.
IV. Estimate of Economic Benefit:
When the project or completed and
comes to the designed productivity,
the annual sales income can be
expected at RMB 1447.82 mil. Yuan, the
annual profit will be RMB 202.31 mil.
Yuan, the profit and tax rate of
investment is 17.42%, The recovery
period of investment ( static state)
will be 7.1 years,( including
construction period ).
